To lower the barriers for TRR379 members to contribute to infrastructure, documentation, and website content, this PR introduces a new "Contributing" section. Specificially:

There is a new guide for contributing to the docs.
The website editing workflow has been moved to the Contributing section.
Office Hours are now highlighted on the Communication Channels page to make them more prominently advertised on the docs site.
